How much should I charge as a Web Developer?
How much money should I charge my clients? Should I charge them for the hour, or should I charge them a fixed amount?

If you are just starting out I recommend that you charge a low amount. Preferably something below $1000.
For my first client website, I charged about $300 Dollars. It was for a law firm. I know it's not much but it's a start.
You can increase your hourly rate as you get more experienced. Compare yourself to a segment in the market who have the same experience and look what they charge.
I believe that every Web Developer should have an hourly rate. If someone asked you for a fixed amount for a project just guess how much time would it take you.
